Provisional issue is an issue for temporary use to meet postal demands until the regular issue can be obtained. However, in a wartime, with rapid changes of occupation and liberation periods, the postal demands are not the only one, patriotism and enthusiasm have a strong influence, too. And, if philatelists are involved in the preparation, the result will be the issue with a vast variety of "specialities". 1941 Međimurje and

I know some of you will not agree on the importance of such issues, but who we are to judge this! Especially, if there is still high demand, even after more than 70 years from the releases.
